Visitation at Menno Place – Provincial Health Orders – Updated Dates

Updated Requirements for Visitation

On October 6th 2021 the Provincial Health Officer and the Ministry of Health announced updated requirements for visitation in long-term care and seniors’ assisted living facilities. In recognition of the added layer of protection provided by the COVID-19 vaccines and given the vulnerability of residents in long-term care and seniors assisted living even when fully immunized themselves, all visitors (both essential and social visitors) are now required to be fully vaccinated against COVID-19, excluding children under 12 years or those with an approved medical exemption.  As a campus of care, these requirements extend to all of our buildings, including Independent Living apartments. Proof of vaccination (e.g. BC Vaccine Card or equivalent) is required prior to entering or passing through the facility.

To support these changes, the policy document Overview of Visitors in Long-Term Care and Seniors ‘Assisted Living is being updated (and will be posted imminently) to include the requirement for all visitors to be fully vaccinated against COVID-19.

Effective October 12, 2021:

Visitors who do not demonstrate that they are either partially or fully vaccinated will not be able to enter a facility (excluding children under 12 years or those with an approved medical exemption);

Visitors are required to show proof of vaccination prior to entry, including if only to pass through the facility to access an outdoor space;

Visitors are required to show photo identification prior to entry;

Visitors must adhere to the following measures until they are confirmed as fully vaccinated

  • Wear a medical mask for the duration of the visit
  • Undergo rapid testing at the point of entry to the facility (excluding those under 12 years)

If the rapid test result is positive, the visitor must not enter the facility and should go immediately to 32470 Haida Drive, Building 1, Abbotsford to have a polymerase chain reaction (PCR) test through public health.

All visitors, regardless of vaccination status, are required to wear a mask for the duration of their visit.

Effective November 30, 2021: ·

Visitors must demonstrate they are fully vaccinated to enter a facility (excluding children under 12 years or those with an approved medical exemption)

Other types of visits:

  • A window visit may be arranged through the nurse on the unit. This must be pre-booked to ensure that there is a member of the care team who can accommodate this type of visit.
  • You may arrange a Zoom call with your loved one – MENNO HOME | MENNO HOSPITAL
  • Send a Message Of Love (email with attachments that is printed and delivered) – CLICK HERE

Are residents permitted on outings with unvaccinated loved ones?

We do not know if residents will be permitted to go on outings with unvaccinated visitors.

We thank you for your cooperation in this. If you are upset about this change, please continue to treat our Visitation Hosts, receptionists, nurses, managers, and other staff with kindness and respect.  They did not make this decision and do not deserve to be berated for it.

Fully Vaccinated Visitors Only as Ordered by the Provincial Health Officer – Effective October 12, 2021

To the loved ones of the residents who live at Menno Place,

Dr. Bonnie Henry announced on October 5th that unvaccinated visitors will no longer be allowed to visit in the home effective October 12, 2021.  We have limited details on this as Dr. Henry has not written her order and there is no Fraser Health guidance on this at this time.

We do know the following:

Vaccine Passport Required: Now that the vaccine passports are out, we will be asking vaccinated visitors (even those who have shown us vaccine cards or have the green badge) to show us their vaccine passport and government ID. We will then note that we have scanned the passport and will not need to ask to see the passport again.  The passport is a more reliable indicator of vaccination status than the cards.

If you have not obtained your vaccine passport yet but are fully vaccinated, we will accept your vaccination card for now and ask that you register for your vaccine passport as soon as possible.  The link to register is at https://www2.gov.bc.ca/gov/content/covid-19/vaccine/proof

Options for unvaccinated visitors: We will work to provide some visitation options for unvaccinated visitors.  We are not sure what that will look like.  It will depend somewhat on Health Authority directions.  We may return to window visits as occurred prior to the reopening of in-person visits.

Unvaccinated visitors for palliative / end-of-life residents: Dr. Henry has stated that there will be some exceptions made for unvaccinated visitors to visit in person if a resident is near end of life.  We have no details regarding this.

Outings: We do not know if residents will be permitted to go on outings with unvaccinated visitors.

Why is this being implemented at Menno Place? This will be a Provincial Health Order when it is released and we will adhere to it across our entire Campus of Care. While we strongly support increased vaccination rates for the protection of our residents, staff and the community at large, the exclusion of unvaccinated visitors is not a Menno Place decision.

How do you voice your disagreement? If you are upset about this change, please continue to treat our Visitation Hosts, receptionists, nurses, managers, and other staff with kindness and respect.  They did not make this decision and do not deserve to be berated for it.

October 7, 2021 – TERRACE EAST OUTBREAK – A fourth resident passed away (T=4)

COVID UPDATE – October 7, 2021 – Terrace East Outbreak

We are sorry to report that, after a lengthy battle with COVID, a fourth resident from Terrace East has succumbed to COVID. Our condolences go out to the family and friends of this resident. We are saddened to report the continued hospitalization of another Terrace East resident who continues his battle with COVID.

Please pray for the families who lost their loved ones due to COVID at Terrace East. Please pray for the resident who is in hospital – for healing and relief from this illness. Please pray for the staff who love and serve these residents. They are very impacted by these losses. The residents who live at Menno Place become a source of joy and deep connection for our staff. We will miss these residents in our community.

We are reminded that the average age of residents living at Menno Place is 89, an age where, despite the COVID vaccination, they can contract and pass away from this virus. Please do everything in your effort to keep your loved ones safe. Encourage them to wear masks when they are outside of their apartment, even with their loved ones. Wear a mask when you are with them to provide another layer of protection. Encourage your loved ones to use hand sanitizer often. Make sure that they have hand sanitizer with them when they go out. Reinforce with them what 6 feet of distance looks and feels like – it is a long distance for social interaction and can feel uncomfortably far away. If you are unvaccinated, please recognize that you are at a greater risk to contract and transmit COVID to your loved one. Regardless of your position on the vaccine, the government or the vaccine passport, please follow every guideline for safety for your loved one. They are counting on you to keep them safe from a virus that could take their life.

Re:                  This COVID Outbreak is over – now what? Step-Down Phase 2

We are thankful that the COVID outbreak in Terrace East has been declared OVER! We have now entered Outbreak Step-Down Phase 2. What does this entail?

Until October 18, 2021:

  1. You may leave your apartment suite. You must be physically distanced from others, remaining 6 feet from others. You may go outside in groups no larger than 4 people, physically distanced from each other. Stay on the Menno Place campus.
  2. If you have any symptoms, stay in your apartment and let the care staff know or phone Reception – 604.851.4004.
  3. Visitors may come to your apartment between 10am and 6pm, going through the screening at the main entrance. All must wear a mask the entire time that they are in your apartment.
  4. No unvaccinated service providers are allowed as per Provincial Health Orders. This includes housekeepers, caregivers, companions, foot care, hearing care, pastors, etc. There are NO exceptions. This is not a Menno Place rule, it is an order from the Provincial Health Officer.
  5. Outings – You may go to essential appointments only. You may not go out to any other events or appointments or public locations. Contact Reception if you have an essential appointment, such as dentist or medical appointment. You may not go shopping or to a friend’s house or to church during this phase.
  6. Bus Trips – these are not permitted in Phase 2 – Step-Down.
  7. Recreation and spiritual care can take place with only those on your floor in groups as large as 4 people who are physically distanced from each other.
  8. Dining Room – You will continue to stay in your apartment suite for 2 weeks to get your meal delivered on the hot cart

WHAT SHOULD YOU DO TO KEEP SAFE?

  1. Wear a mask wherever you go. This includes wearing a mask when you are in the hallway or outside of your apartment suite.
  2. Stay 6 feet apart from people. No hugging, shaking hands, sitting close to others. In a car, you are less than 6 feet apart from others – wear your mask even if you are driving with a friend or family member to go to an essential appointment (medical).
  3. Carry hand sanitizer with you and use it all the time – after you touch a door handle, use the restroom, use a tissue, touch a railing, touch the elevator buttons. Also – when you are near a sink, wash hands with warm soapy water for at least 20 seconds. Count each second. It’s a lot longer than you think!
  4. Sanitize your hands when you enter the apartment building. This is one way that you can protect your neighbours and the staff who live and work in your building.
  5. Monitor yourself for COVID symptoms – even the mildest symptoms are important to report. Report to Reception (604.851.4004) if you have ANY new or worsening symptoms, including runny nose, sore throat, cough, aches, fever, loss of sense of taste or smell, headaches, diarrhea, vomiting & shortness of breath.

ABOUT THE COVID OUTBREAK IN TERRACE EAST

In Terrace East, more people were exposed to the index case and 9 residents tested positive for COVID. Three of these have passed away from COVID and 2 are in hospital. We are very sorry to have lost these friends and neighbours. Please pray for those who are in hospital battling this disease.

WHAT ABOUT THE BOOSTER SHOT?

We are pleased that Dr. Bonnie Henry announced that elderly seniors living in care homes or on a campus of care will be receiving a 3rd vaccine shot (a booster) within the next several weeks. This will give you an additional layer of protection from COVID.

MEMO – TERRACE WEST RESIDENTS (IL) – October 4, 2021

MEMO

Date:              October 4, 2021

To:                  Terrace West Residents

Re:                  The COVID Outbreak is over – now what?

We are thankful that the COVID outbreak in Terrace West has been declared OVER!

  1. Lunch is served in the dining room starting today, Monday, October 4, 2021
  2. Visitors may come to your apartment. It’s best if they are wearing a mask the entire time that they are in your apartment. Unvaccinated visitors MUSTwear a mask for the entire duration of your visit. The new public health orders issued by Dr. Bonnie Henry for the East Fraser Valley only allow up to five people to visit in a home. All 5 must be from the same household.
  3. No unvaccinated service providers are allowed as per Provincial Health Orders. This includes housekeepers, caregivers, companions, foot care, hearing care, pastors, etc. There are NO exceptions. This is not a Menno Place rule, it is an order from the Provincial Health Officer.

COVID RATES ARE HIGH:
As you know the number of COVID cases in our community is increasing. This means that there is a greater likelihood of encountering someone who has COVID. This Delta variant of COVID is very, very contagious – it is among the most contagious virus known – more than twice as contagious as the original coronavirus.

VACCINATION RATES ARE LOW: At this time, the vaccination rate in our community is among the lowest in British Columbia. Why does this matter? It matters because unvaccinated people are much more likely to contract COVID as they do not have the vaccination as a layer of protection. This means that COVID will spread more quickly and to more people if the vaccination rates are lower.

WHAT SHOULD YOU DO?

  1. Wear a mask wherever you go. This includes wearing a mask when you are in the car with someone, when you are at an appointment or at church.
  2. Stay 6 feet apart from people. No hugging, shaking hands, sitting close to others. In a car, you are less than 6 feet apart from others – wear your mask even if you are driving with a friend or family member. At church, you need to have 6 feet in front, to the left, right and behind you. If this isn’t possible, you are putting yourself at higher risk.
  3. Take hand sanitizer with you and use it all the time – after you touch a door handle, use the restroom, use a tissue, touch a railing, touch the elevator buttons.
  6. Visit only with only one or two people who are taking all precautions. This is either your friends at the apartments OR your family meeting with you in person.

ABOUT THE COVID OUTBREAK IN TERRACE WEST

The Medical Health Officer (MHO) ordered the index case and all those who were in contact with the index case to isolate and be swab tested for COVID. We are grateful that none of those in contact contracted COVID. The rest of the people in the apartments were screened twice per day (questions about COVID symptoms) and swabbed for COVID if there were any symptoms, no matter how mild. We are grateful that these additional tests also returned as negative for COVID.

We are reminded that, even vaccinated, you can contract COVID. This reminds us that the elderly are at greater risk of COVID requiring hospitalization, oxygen, ventilation or death.

WHAT ABOUT THE BOOSTER SHOT?

We are pleased that Dr. Bonnie Henry announced that elderly seniors living in care homes or on a campus of care will be receiving a 3rd vaccine shot (a booster) within the next several weeks.

Why do you need a booster shot? To re-boost the effectiveness of the COVID vaccine. As you were some of the first people in BC to get vaccinated, you will be the first to receive a booster shot. This is very good news! We don’t have a date, yet, for when that will happen.

NEW COVID POSITIVE CASES = 0

TOTAL COVID POSITIVE CASES = 1 (1 residents TW | 0 staff)

MOST RECENT COVID CASE = September 22, 2021

We are so pleased to tell you that the COVID outbreak in Terrace West has been declared OVER! Visitors may resume to visit with residents in their apartments. You must sign-in for contact tracing in the event of another COVID exposure. Masks are mandatory in common areas. Unvaccinated individuals must wear a mask for the full duration of their time in the building. Fully vaccinated visitors are encouraged to keep their masks on for their visit as a layer of protection for their elderly loved one. There are no unvaccinated service providers permitted in the building. This includes housekeepers, foot care, personal care or companionship. This is by order of the Provincial Health Officer.

We have lost 3 residents in Terrace East to COVID during the Terrace East outbreak (which continues). This reminds us that, although full vaccination is the best protection for the elderly, there is still a vulnerability for our elders, particularly when they have other health considerations. Please encourage your loved one to follow all safety protocols, including wearing a mask, keeping a six foot distance from others and practicing hand hygiene. Those who attend church are encouraged to wear a mask for the whole service. There are increased protocols by the Provincial Health Officer for the eastern part of the Fraser Valley, including Abbotsford. This is due to some of the lowest vaccination rates in the province as well as increasing cases of COVID. Now is the time to be cautious, particularly for the elderly. We appreciate your support in encouraging safety measures for your loved one. As you know, if one resident in the building is COVID positive, it can put all residents in isolation which is very challenging for both residents and families.

We are waiting for a few more COVID test results to come back from residents and staff from the point prevalence test that was done on Sept. 28th. All results received are negative. Hopefully, we will receive the remaining results tomorrow for the full report tomorrow.
