Long-term Care and Assisted Living staff and medical staff, starting the week of January 18, 2021

What’s Happening?

  • In B.C., the second dose of vaccine for COVID-19 is being scheduled for around 35 days following the first dose.
  • Fraser Health is starting to schedule the second dose of Pfizer COVID-19 vaccine for staff and medical staff in long-term care and assisted living homes who had received their first dose in mid-December.
  • Fraser Health will contact eligible staff and medical staff at long-term care and assisted living homes through text and/or voice message with instructions of how to book their second dose of COVID-19 vaccine.
  • Fraser Health will be providing second doses of the COVID-19 vaccine to long-term care residents and assisted living tenants at their homes, 35 days after they have received their first vaccine dose.

Thank you to Pearl Nucich who booked the first dose vaccinations for the Menno Place staff! She is not booking you for the 2nd dose.

You will receive a text and/or voice message from Fraser Health with instructions on how to book their second dose of COVID-19 vaccine;

Ministry of Health Stabilization Pay coming to Menno Home (outbreak site)

Ministry of Health Stabilization Pay

The Ministry of Health BC is providing a Stabilization Pay for eligible staff in long term care sites that have had an outbreak and faced significant staffing deficits. At Menno Place, Menno Home is the location where outbreak was declared by the Medical Health Officer.

We have been granted the 1.5X Stabilization Pay funded by the Ministry of Health to long term care sites on outbreak that have significant staffing deficits.  This funding will apply to Menno Home staff in all units who have been cohorted to units while on outbreak.  Eligible staff will be paid 1.5X their wage for straight time hours worked from December 15 until the end of the outbreak. This is an additional 0.5x wage rate added to each regular paid hours worked.

When does the 1.5X Stabilization Pay start / end?   The Stabilization Pay runs from December 15, 2020 until the outbreak is declared over.

When will the 1.5X Stabilization Pay be paid to the staff?  You will see the additional pay on your January 29th paycheque.

Who is eligible for the 1.5X Stabilization Pay?  The 1.5X pay is for direct resident care positions.  This includes nursing staff, HCAs, housekeepers, dietary, and recreation staff who have been cohorted to a unit.

Does the 1.5X Stabilization Pay apply to overtime and stat holiday pay?  No – the 1.5X is on straight time hours only. Staff working overtime hours and/or on a stat holiday are to be paid at the applicable overtime or stat holiday rate of pay.

Is the 1.5X pay applied to shift differentials?  No.  the 1.5X is on straight time hours only and is not payable on anything other than base hours.

APARTMENTS ISOLATION

All of Pavilion swab results completed on January 8th are NEGATIVE! The Public Health Officer has now identified the exposure date as January 3rd, so all residents will remain isolated until January 17th at midnight if there are no additional positives.

Vaccine dose interval extended from 28 days – why?

Why has the interval between vaccine doses been extended from the Pfizer and Moderna product monograph intervals of 21 or 28 days?

Both Pfizer-BioNTech and Moderna vaccines are given as a two-dose series. The minimum interval between Pfizer doses is 21 days, for the Moderna vaccine, it’s 28 days, but a longer interval is not expected to reduce effectiveness given published data to date, and experience with all other vaccines given in series. Published studies of both vaccines have shown that strong protection is achieved even after the first dose (>90% efficacy beginning from 14 days after dose 1 and prior to dose 2). A longer interval in administering the second dose will not require starting the series again. (NACI: Recommendations on the use of COVID-19 vaccines)

The Joint Committee on Vaccination and Immunization in the UK published a recommendation supporting an interval of up to 12 weeks between two doses of COVI-19 vaccines (JCVI: advice on priority groups for COVID-19 vaccination). The Province of Quebec has also announced a decision to defer dose 2 until a number of priority populations have been immunized. Similar recommendations are expected in other jurisdictions.

Last week, Dr. Bonnie Henry, Provincial Health Officer, explained the decision to extend the interval between doses for people in B.C. From looking at data, modelling from BC Centre for Disease Control, and using the COVID-19 Ethical Decision-Making Framework, it has been determined that administering the first doses of vaccine to as many people as possible in the priority groups in the early weeks of the campaign, when doses are limited, will protect the greatest number of at-risk people overall in the shortest possible time, and will have the greatest impact on reducing mortality, severe disease and hospitalizations. Based on this direction, we will be planning to provide the second dose of both the Pfizer and Moderna vaccines at approximately 35 days after the first dose.

Public Health is tracking who has received vaccine, which kind was administered, and when people will be invited to receive their second dose, but you can help by making a note of your own dates and details, and by being ready when it’s time for your second vaccination.

COVID-19 Impact in Long-Term Care at Menno Place – January 9, 2021

A summary of the COVID-19 Impact in Long-Term Care at Menno Place (Menno Home and Menno Hospital):

COVID-19 OUTBREAK – In the face of this voracious virus, we have seen 1/7 of our units on COVID-19 Outbreak (E2 Home) which has the tragic results of 12 deaths and 42/45 residents COVID positive as well as 24 staff COVID positive.
COVID-19 EXPOSURE – We have seen 4/7 of our long-term care units impacted by COVID-19 exposure resulting in 1 COVID-19 positive resident and 1 death (W1 Home). 2/7 of our units have no COVID-19 exposure (Hospital W2 & Home E1) but have been on isolation/droplet precaution.
Prior to the November 17th first COVID-19 positive resident in Menno Home E2, we had individual incidents of isolation.
NUMBER OF DAYS WITH COVID-19 POSITIVE – Today is the 53rd day of battling COVID-19 on the Menno Place campus.
NUMBER OF DAYS IN PREVENTION PROTOCOLS – Prior to this, the battle was in protection and precaution. Today is the 299th day of battling COVID-19 with infection control protocols.

We thank God for the vaccinations done and those to come and that we have not seen COVID-19 spread across the campus.
Thank you to all of you, the families, who have provided continuous advocacy for their loved one and support for our efforts.
This journey is not over. We look forward to all units being off of outbreak, all residents being out of isolation, all residents being vaccinated, all visitors being vaccinated. NORMAL visits!

JANUARY 7 – PAVILION – 1 COVID POSITIVE RESIDENT – All Residents on Isolation

COVID POSITIVE UPDATE – January 7– 2021 – Pavilion Independent Living
NEW COVID POSITIVE CASES = 0
NUMBER OF RESIDENT SUITES ON ISOLATION = 58 (All residents)
TOTAL COVID POSITIVE CASES = 1 (1 resident / 0 staff)
PASSED AWAY = 0
ACTION: 
  • Date of exposure to COVID-19 in Pavilion is thought to be December 28, 2020.
  • All residents are on isolation by order of the Medical Health Officer. Residents have been informed.
  • Only residents on the 3rd floor will be swabbed for COVID – date TBA
  • The COVID-positive resident is not currently in Pavilion
  • We are waiting for some further investigation to determine if all suites will be put on isolation.
  • On isolation: If you have a pet that needs to be walked, it must be sent to someone else for care.
  • On isolation: Garbage pickup will be after lunch. Please have your garbage bag tied up and placed outside your door.
  • On isolation: You cannot go to the laundry room as you are not able to leave your suite.
  • Have your Registered Visitor drop off extra groceries to the kitchen between 9am – 12pm (7 days a week) if you need them.
  • Wear a mask when you are around anyone.
  • Hand hygiene – use hand sanitizer and wash your hands frequently.
  • Stay 6 feet away from everyone.
