HEU Application for Membership and Dues Collection

On June 24, 2022, the Hospital Employees’ Union (HEU) was voted in to represent the Support Service & HCA team members at Menno Home as the exclusive Bargaining Agent.

Any Association dues that were deducted after that date will be refunded to the members.

Each member must complete an APPLICATION FOR MEMBERSHIP and an ASSIGNMENT FOR FEES AND DUES form indicating you understand you are bound by the Constitution and By-Laws of the HEU and authorizing the deduction of HEU fees and dues from your wages.

The above forms are located in the staff lunch/break rooms on all units.  Please complete and return to either your supervisor or the receptionist at Menno Home by August 31, 2022.

Surge Learning

As we work with a diverse aging population, we seek understanding and respect to enable us all to work effectively with residents, families and/or caregivers who have diverse cultural backgrounds, religious beliefs, and care needs.

Surge Learning provides education in the areas of gender diversity and cultural diversity.

You will find this education on Surge Learning under :

  • Cultural Compétence and Indigenous Cultural Safety (5 courses)
  • LGBTQ (2 courses)

All team members will be assigned one course under each topic.  Feel free to take more courses if interested.

We encourage all team members to complete these courses and become better informed on how to work with our diverse resident population.

Staff working across Menno Place campus & Expansion to include Fraser East Cluster

The Ministry of Health has announced that staff can work across different long-term care and assisted living sites within an expanded cluster. Menno Home, Hospital and Assisted Living are included in the Fraser East Cluster:

  • Can only be hired as a casual at the additional site;
  • You must let your manager and staffing know if you are activating casual employment at another site;
  • This is a temporary measure. Employers could propose restrictions or pre-cautions at any time as directed by the Ministry of Health in the case of an outbreak or other unforeseen circumstances.
  • We encourage all staff to get the booster vaccination to reduce the risk of spread between sites.

This does not alter the Single Site Transition Framework agreement and employees with combined FTEs will continue to work the additional FTE.

Volume 2022.06 – Changes to Employment Standards Act (ESA) – 5 Paid Sick Days

The BC government has amended the Employment Standards Act (ESA) to expand the availability of paid personal illness or injury leave to cover all employees, including casual employees, after 90 consecutive days of employment. The amendments became effective March 31, 2022.

The ESA allows all employees (casual and regular) up to five (5) days of paid sick leave starting January 1 each year. Regular full-time employees meet the ESA obligations as they accrue 1.5 sick days a month = 18 days a year.

For casual employees, the entitlement is five (5) days of leave for scheduled shifts.

In the event that a regular employee does not have a sufficient sick leave bank, they will be granted the paid sick leave and their bank may be reduced accordingly, as an advance, and the balance will accrue to a positive balance over time.

Example A:  Regular employee has a sick bank of 60 days on January 1st.  They are sick from January 10 – 15.  They are paid sick leave from  their sick bank for 5 days from Jan 10-15.  This meets the ESA obligation.

Example B:  Regular employee has a sick bank of 2 days on January 1st.  They are sick from Jan 10 – 15.  They are paid sick  leave from their sick bank accrual for 2 days from Jan 10-11.  They are paid sick leave for 3 days from Jan 12-15 under ESA.  This is an advance to further sick accruals and their sick bank is set at -3 days.

Example C: Regular employee has a sick bank of 0 days on January 1st.  They are paid sick leave for 5 days from Jan 10-15 under ESA obligation.  Sick bank is set to -5 days.  This meets the ESA obligation.

Mandatory Rapid Testing for Unvaccinated Staff

Important Reminder: Rapid Testing and Proof of Vaccination

Effective September 16, 2021

Commencing September 16, 2021, any staff who are not yet fully vaccinated (seven days past Dose 2 of the COVID-19 vaccine) arerequired to undergo rapid testing for COVID-19 prior to every shift worked, in accordance with the Provincial Health Officer’s COVID-19 Vaccination Status Information and Preventive Measures Order. Mask use continues to be required for all staff regardless of vaccination status.

As you know, facilities including Menno Place have been confirming vaccination status for staff through the system set out under the PHO’s Order. While considerable progress has been made to verify vaccination status for staff throughout the province, the verification process for Menno Place staff is not yet complete.

On a temporary basis, pending our receipt of full verification of vaccination status records for staff through the Provincial Health Officer, you may provide your proof of vaccination directly to the screener to be exempt from the mandatory rapid testing requirement. To do so, please bring your proof of vaccination with you for any shifts on or after September 16, 2021. To be fully vaccinated and exempt from the rapid testing requirement, you must be seven days past Dose 2. All fully vaccinated staff are strongly encouraged to rapid test prior to each shift.


Please note that according to the Provincial Health Order definition is:

“unvaccinated” means that a person does not meet the definition of “vaccinated” and includes a. a staff member who has not provided the information required to be provided under this Order, and; b. a staff member who has not been vaccinated in British Columbia, and who does not provide their vaccination history as required by this Order;

“vaccinated” means a person who is at least seven days post-receipt of the full series of a World Health Organization (“WHO”) approved vaccines against infection by SARS-CoV-2, or a combination of approved WHO vaccines

All vaccinated staff are strongly recommended to take a rapid test prior to each shift. You may be positive and asymptomatic – a rapid test may catch that and protect residents and staff.

Unvaccinated – Where to go for Rapid Test

Please ensure that you come early enough to arrive in time to complete the 10 minute test and get to shift report or your workstation on time.
Menno Hospital
All unvaccinated staff in Menno Hospital must do a rapid test prior to their shift with the screener who is located at the biometric hand scanner in the Admin hallway. 
Menno Home W2
All unvaccinated staff working in Menno Home W2 (Entrance C), please go to C entrance for your rapid test. The night nurse will screen you for morning and night shifts. The 3pm shift will be screened by a Visitation Host stationed at entrance C.
Menno Home W1 and E2
All unvaccinated staff working in Menno Home W1 and E2, please go to  your regular entrance for your rapid test. The night nurse will screen you for morning and night shifts.
The 3pm shift will be screened by a Visitation Host stationed at entrance A. Once you receive your negative test result, you’ll walk around to the E2 entrance.
Menno Home E1
All unvaccinated staff working in Menno Home E1, please go to  Entrance B for your rapid test. The night nurse will screen you for morning, afternoon and night shifts.
Apartments
Primrose Gardens, Terrace West and Pavilion staff – please go to the Terrace West bistro to do your rapid test. Report your test result to your supervisor.
Terrace East – please enter through the front door of the building for rapid testing.

We’ve heard your concerns regarding the amount of overtime required during this outbreak.

It takes a TEAM to keep us going with coverage on the units and we
THANK YOU for doing your part in helping out.

Overtime will be requested of staff on the units, when necessary, on a rotating basis.

If a staff member worked OT the previous day, the OT should be taken by another staff member the next time OT is required.
